Combine voicelines across map #251

Essentially, you can hear combine voice lines from across the map. You hear them periodically, and they are pretty loud.

Steps to reproduce the behaviour:

  1. Be a citizen
  2. Open your ears
  3. Occasionally you will hear combine vcs randomly (seems like mostly OTA)

Expected not to hear combine voices while playing as citizen

Appears to be the Squad Radio only

Tested with civs online, only squad radio is global and sounds play at higher volume. Hopefully this is helpful
