serial baudrate issue for fsbl and opensbi #2

This issue has been fixed in milkv sdk long time ago, for example: https://github.com/milkv-duo/duo-buildroot-sdk/commit/3dad3aa6f0dba691f46de8d2eb8df8dc17e9664a. But sophpi repo still has not picked it up.

Note: this issue shold be fixed both for cv180x and cv181x.
