Using the star feed, choose a random quote for the frontpage #13

Have some method for keeping track or showing starred messages, possibly on the front page.

Only choose stuff from > 1 week ago to allow low-star posts to get culled.

@AlexFrazer are you working on this? I seem to recall some conversation between you and @davidism where you could adapt the transcript tool for it?
