The description of the effect is that "projectiles are teleported in a random direction; instead of teleporting, the projectile has a chance of causing an explosion."

I can reproduce the explosion effect but not the random teleportation in a random direction of the projectiles.

It actually is repositioned, maybe it's too fast for you to see. The explosion is the negative side of this.
