Repayment- Bug on Apollo Platform #149

There was an accident on the Apollo Platform in block 16,784,126 while a repayment action was being performed. Please refer to the extrinsic details here: https://sora.subscan.io/extrinsic/0x0141349a194a26286560657e7b48743a3582c641c56a984b5479d10fe10796c3.

Proposed Resolution:

To resolve this issue, we need to exchange the assets accordingly. A proposal should be created with the following four balance updates:

Withdraw 402,000,000,000,000,000,000 DOT from 'cnVtpi3GsVmCyAptTHZtoy9XcAk6Q7FQyJvySWbfctngZ7kdF'. Add 402,000,000,000,000,000,000 DOT to 'cnTxmnXAqaMeE3A73ZrMuyx2ZzjxmQkdAViH97mbbvy9FaLzc'. Withdraw 4,766,955,636,922,495,853,556 DAI from 'cnTxmnXAqaMeE3A73ZrMuyx2ZzjxmQkdAViH97mbbvy9FaLzc'. Add 4,766,955,636,922,495,853,556 DAI to 'cnVtpi3GsVmCyAptTHZtoy9XcAk6Q7FQyJvySWbfctngZ7kdF'.
