Problem statement

We want to ensure that people have skin in the game when participating in the Governance process. For that matter, we remove the 0.1x conviction and enable only the 1x and higher.

[ ] 0.1x conviction removed from Governance on mainnet
[ ] 0.1x conviction removed from Governance on the Kusama parachain
[ ] 0.1x conviction removed from Governance on Polkadot parachain

I'm %100 against this change. Considering our locking times are too long and due to high volitality, locking xor for a month doesnt make sense.
