Create tags or branches on svn #214

There is currently no tag or branch for the 'released' versions of
simplesamplphp. 

Tagging does not appear in the release process :
https://ow.feide.no/simplesamlphp:releasehandling

A tag should really be created for each release. This would help users to
locate their version in the code repository and to see what has been
committed since they grabbed the code.

We have a goal to create a better release process from version 1.5 of 
simpleSAMLphp. 
Creating branches & tags for the release is one of the things we are going to 
do. I 
don't think we will go back in time and add tags and branches for the previous 
releases.
