Desktop notifications don't appear when another app is in fullscreen

What steps will reproduce the problem?
1. Open Powerpoint, a video or similar
2. Start the presentation or the video in fullscreen 
3. Receive a HTML5 notfication

What is the expected output? What do you see instead?
The notification should pop up

What version of the product are you using? On what operating system?
Firefox 15.0.1 on Win 7 x64
HTML5 Notifications v1.0.8

Please provide any additional information below.
I know that it was already possible to receive notifications which appear in 
front of the fullscreen application. 

Here is a test site with an option show receive delayed notifications:

Apparently this problem starts with Firefox 13+. 
So it's not caused by this addon.
