wiiflow.ini - Multiple locations of the wiiflow.ini are necessary

What steps will reproduce the problem?
1. Put the wiiflow.ini on usb:/wiiflow
2. Start Wiiflow without wiiflow.ini in sd:/wiiflow (or without the folder
sd:/wiiflow)
3. You cannot save any settings although there is a valid wiiflow.ini in
usb:/wiiflow
4. For a correct working wiiflow.ini file on the usb hdd you always need a
second wiiflow.ini on the sd card with "data_on_usb=yes".

What is the expected output? What do you see instead?
One correct ini file either on the SD Card (sd:/wiiflow) or on the USB HDD
(usb:/wiiflow). 

What version of the product are you using? On what operating system?

I tested the whole day what I was doing wrong. Cause the wiiflow.ini wasn't
detected on my usb hdd. 
Till I tried both file locations (SD and USB) at the same time.
The last stable release (R25) is handling the location of the wiiflow.ini
correctly. Means I can put the wiiflow.ini to usb:/wiiflow or to
sd:/wiiflow and the software was always detecting the right location.

I'm sorry, but I cannot reproduce this issue. Will you please check this again 
with
the latest revision.

I checked. No it doesn't work in the newest revision either.
I have two wiiflow.ini one is located on the SD card in the folder wiiflow and 
the
other is located on the USB-HDD in the folder wiiflow.
The ini File on the USB has every settings (game concerning, global settings 
etc.).
The ini File on the SD Card has no special or game concerning settings just the
comment "data_on_usb=yes" and the standard settings.

If I delete the folder and the ini file on the SD Card, the wiiflow.ini on the 
USB
HDD won't be recognized. But if I hold the wiiflow.ini on the SD Card all 
settings
can be read from the wiiflow.ini file on the USB HDD.

That's the issue so far. ^^

Update: you are totally right! I didn't have this problem, because my directory 
is in
/apps/wiiflow, and not in /wiiflow. Which is the bug, actually, it doesn't check
/wiiflow anymore on USB, since it already tried that on SD. 

Anyway, it will be fixed in r44.
