Honor the skip_backport_check input #6

The skipBackportCheck const was previously being set to the value of the skip_backport_check_label input, not skip_backport_check.

Thanks for the contribution but closing this PR since the github action has been significantly changed since your change. I'd be interested to hear if you can use the new version or if you have any suggestions.
