refine headers in drug browser filter sidebar #277

Drug browser: (a) Layout/UI: Adding a header in the filter button area (main section) and in the lefthand nav bar to indicate that all filters except Development Stage refer to Target was priority 2, but I think it is a pretty important enhancement. Too hard? The drug detail pages nicely annotate this info as such, so at least we have that.

The filter structure makes it hard to introduce arbitrary headers. How about just prefixing all the target filter titles with "Target" ? I tried it and it's not bad.

It's OK for the sidebar filter headers, but less so for the grouping buttons.
