System Tray Icon needs more functionality. #13

#WZ 1.0, Windows, basic functionality request.
The system tray menu needs more functionality. In short, it needs:
  - A GUI for user-defined shortcut keys.
  - A check next to the currently active language.
  - more....

Note: this will become part of the "config" window. 

But one more thing is necessary:
  3) Better integration w/ changing "input", "encoding", and "language".

Changing language/encoding via the menu alone is now done properly.

A user-defined hotkey selector is in the works; after that, I will close this 
bug in lieu of more specific functionality requests.

User-defined keys will probably have to wait until a proper "lookup" window is 
added...

The new "hotkey" settings in the config file work properly now. So we can hook 
it up to the Settings dialog.

Hooking up settings is pretty easy now. What's left:

  1) We need to update the localConfig map whenever the user changes an option, since they might change settings for both Myanmar and Shan and then hit Ok.

  2) Likewise, we need the ability to make a "backup" of the localConfig, so that if they hit Cancel or the X button, we can revert to the previous settings.

  3) Finally, we need to say "These settings will take effect the next time you start WaitZar". This might be unnecessary; "Last Used" will still function (since the flash-save file is always updated). Hmm... maybe only if the hotkey string changes?
