Allow clicking to change the output encoding. #72

Now that we have eschewed NCHITTEST for moving our window, we should be
able to track the mouse, change the cursor, and let the user switch the
output encoding by clicking on the "UNI" tab. This will be a lot nicer
anyway; I hate using the system tray menu.

Will wait for 1.7 release.

We'll have three icons:
  1) Language
  2) Input method
  3) Output encoding

...all of which can be clicked. (Optionally, they may load pictures~)

Done. This was pretty easy, and I made the framework general enough for use 
with the Help Keyboard too. 

We'll use icons later; for now, let's just stick with what the user's used to 
seeing.
