[Feature / Bug] Help the user to bump the contract if it has been expired #348

Currently we cannot interact with expired SAC contracts.

Follow the discussion in https://discord.com/channels/897514728459468821/1218208811295182970
We need to:
[ ] Find a way to identify if SAC contracts are expired (maybe catch using the invokeHostFunctionEntryArchived error / Check the restorePreamble field in the simulate transaction response)
[ ] If the SAC has been expired, find a way to help the user bump the contract before interaction. Can we do it in the same tx?

contracts are not expiring...

I got this error while installing a contract wasm. trying to figure out what it is.
Someone check the simulation but it's failing during simulation and that's empty i can't find any docs about this
