Geolocate affected buildings #26

All the buildings known to have people during the flood should be geolocated to make estimations about the actual location of victims after the event.

@roquef how to get only the buildings inside the MUD area (#24) polygon ?

I think this is the best approach we can possibly have when using geolocation. +1 for this to be a priority

Estas construções já são as que sofreram dano ou são todas do local? Nâo comparei com o mapa de agora.
