fluidtrack submodule #11

Added the "fluidtrack" submodule to the project. I've decided to add as a submodule so that the physics stuff can be tested and improved there. I think this repo should have the web server layer. I'll post an Issue on that.

Seu commit não tá mais pro brumadinho_location não?

@maricatovictor acredito que se encaixa melhor aqui pois se trata de predição das áreas com concentração de objetos arrastados pela lama, inclusive minha issue foi movida do brumadinho_location pra cá
