Implement gin request logger with param filtering

The new logger is based on logrus and does a few things:

• Log only the request path, and not its params (like session IDs and queries)
• Skips logging of static assets (any url that matches/static/)
• Includes request params in debug mode
• Sets up logger for use in other places (in separate PRs)
