Add RADMON disable (and other cmds?) to scs107 command set #37

At the least, add RADMON disable to non-load commands generated by an SCS107 run. But looking through the actual SCS107 commanding, here are steps that would be good.

  1. Disable RADMON Process
  2. HRC Safing (useful if HRC starts doing thermal modeling, can be done later)
  3. Disable SCS 107 [EDIT] - maybe not since then we need to ensure the corresponding non-load command to enable 107 is done (typically real-time cmd) if we want this state to be accurate.
  4. Turn off FID lights

So, probably just RADMON and fid lights
