Migrate update_cmds task_schedule to ska3 idiom #146

The main changes are:

Allow for mission planning dirs to be in $SKA/data/mpcrit1/mplogs
Install cfg files into $CONDA_PREFIX/share/kadi

This should be included in a 4.19 release.

Testing

Unit testing

Passes unit tests on MacOS and linux.

Integration testing
