Production web site with foundation (WIP)

Initial support for a capable and modern-looking front-end for the Ska web service, including:

• [x] Kadi events browser
• [ ] Kadi commands browser
• [x] Mica obsid browser (@jeanconn)
• [ ] Telemetry browser (@matthewdahmer)
• [ ] Kadi event web service API

The latter 4 items are not required for this PR. Still to do for this PR however:

• [x] Main landing page at root level
• [x] Top bar navigation
• [ ] Do kadi event listview filtering via pulldown/text box within each column [Won't do]
• [x] Obsid links to mica pages where relevant
• [ ] Twitter-style infinite scrolling of event lists (eliminate paging) [won't do]
• [x] Regenerate and remove secret key from public content

I'm "watching" this repository so I can see all updates. I'm still reading the book you lent me but hope to get to working on kadi soon. I can help with the navigation bar if you'd like since I put a rudimentary version together for one of my pages.
