Warnings aren't helpful after interrupt #3

Here we had an observing-only interrupt, where the loads in observing slots are separated by more than 12 hours. The warning is not helpful.

I didn't realize that the skawatch logs are just kept for 30 days. Basically just want to remove:

LOAD_SEG WARN: Loads %s %s separated by more that %i hours'

warning as it is not helpful.

Also, 

 LOAD_SEG WARN: Loads exist in db AFTER update range!!!

was not helpful in the 2012-Nov-21 interrupt case, as the file at:

/proj/sot/ska/data/arc/iFOT_events/load_segment/2012:326:19:51:01.000.rdb

removed the CL328:1109 and CL330:0109 load segments before adding the NOV2312 product load segments. In this case, the warning should be removed or turned into a more verbose (and emailed) warning for interrupt checking.
