Outreach plan for SOTM

We'll need a solid outreach plan to effectively communicate about SOTM Asia and that would include:

• [ ] Different blog posts, each highlighting a part of the event. Already being captured in #10
• [ ] Medium for positing blogs?? - https://github.com/sotm-asia/sotm-asia-2018/issues/24
• [ ] List of colleges and universities to be contacted
• [ ] Social media outreach plan using Twitter/Facebook etc, like what goes live when.
• [ ] Posters and other printables.
• [ ] Interviews questions, highlighting people's contribution to open data and maps.

Using this ticket to streamline the outreach process and outline a comms plan. Keep the ideas coming in :)
