Windows 8 - Start with Windows function no longer works there... #446

What steps will reproduce the problem?
1. Install
2. Set Start with Windows in its Startup tab.
3. Boot Windows 8 another time.

What is the expected output? What do you see instead?
It should start with Windows 8, but in fact, it did not, and I have to start it 
manually. Bringing its shortcut (the one on the desktop, for example) to the 
Startup folder (has to find it manually) won't help, either.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
PeerBlock 1.1 r518 @ Windows 8 Enterprise Evaluation x64 (6.2.9200)

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.

On Windows 8, I'm NOT SUPPOSED to disable UAC (It'll prevent Metro apps from 
running, notably the error "This application cannot be activated by built-in 
administrator.") and I think right now I'm mostly accustomed to way of using 
standard user rights most of the time...

This has certainly affected compatibility of some early apps that might rely on 
admin rights, and it also made some functions used to be possible impossible as 
they require longlasting or even complete admin rights but with UAC on, this is 
not possible anymore. I'm afraid the inability to start this app with windows 
could be one of these... Microsoft sure has changed the way of doing things in 
their new operating system...

Anyway, I haven't tried other ways, like manually adding it in the registry, or 
placing its shortcut inside the Startup folder of "All Users" (It seems I'm not 
normally allowed to do that as the system pops the dialog that I need 
administrator rights to do so).

I wished I could try your latest builds but sadly... since they're not signed 
it can be very difficult to test it on x64 Windows, and even more on Windows 8 
x64... as on Windows 7, I have to press F8 every time I boot, what's worse is 
that Windows 8 removed the way to use F8 and instead, changed it into "Advanced 
Startup"...
