Goddamn thing will not update blocklist even though its been over a week! #483

What steps will reproduce the problem?
1. Just run the program

What is the expected output? What do you see instead? An updated list - it has 
been more than 7 days!

What version of PeerBlock are you using? On what operating system? 32- or 1.2 
on Windows 7 64-bit
64-bit?

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.
