Improve global_epoch_transform, add iteration step

Fixes the unused global_epoch_transform parameter and adds global_iteration_transform for logging metrics
Leverages the wandb.define_metric functionality for setting default x-axes in the W&B UI

Hi @tao558, Thanks for the PR! Can you please ensure that the following tests pass?

Tests / Check linting using black magic: In order to fix the linting, just pip install black and hit black wandb_addons/monai/stats_handler.py.
Tests / Check if TensorFlow and TFDS tests pass: In order to make sure this testcase passes, you need to grab your Weights & Biases API Key from wandb.ai/authorize and add it as a repository secret for Actions. Make sure to name your repository secret as WANDB_API_KEY. You can also refer to the official documentation regarding creating repository secrets here.
