Changes to water heater template in anticipation of simulations for SWWH014 and SWWH025 for HPWH and WPWH fuel switching, as well as future 120v HPWH measures.

water-heater.pxt:

• HPWH thermostat height was below the top of the coil, resulting in tank overheating and heat being vented from the tank (due to stratification). Moved sensor height to the top of the coil.
• Parameterized water usage temperature.
• Added a target water usage temperature to the WaterUse:Equipment and WaterUse:Connection objects and parameterized the setpoint.
• Added curves for 120v plug-in HPWH developed by AWHI/NBI
• Changed Coil:WaterHeating:AirToWaterHeatPump:Wrapped rated condenser water temperature to match the loop temperature, which is used to calculate the rated COP.
• Parameterized tank_element_control_logic and changed the default to "Simultaneous" instead of "MutuallyExclusive". Our market research has found most hybrid HPWH allow simultaneous operation.

• removed some unused objects
• added some troubleshooting variables

HPWH annual COP changed from approx. 1.4 to 2.4.
