HPWH thermostat height was below the top of the coil, resulting in tank overheating and heat being vented from the tank (due to stratification). Moved sensor height to the top of the coil.

Added curves for 120v plug-in HPWH developed by AWHI/NBI
Changed Coil:WaterHeating:AirToWaterHeatPump:Wrapped rated condenser water temperature to match the loop temperature, which is used to calculate the rated COP.
Parameterized tank_element_control_logic and changed the default to "Simultaneous" instead of "MutuallyExclusive". Our market research has found most hybrid HPWH allow simultaneous operation.
