Consensus changes:
split payouts among streaming platforms in relation to their vested stake
allow platforms to report streaming from non-users, either anonymously or with a platform-specific numeric user-id
allow non-elected streaming platforms to request reporting from elected platforms, on their behalf
allow re-delegation of delegated stake
for bandwidth only
, in combination with report requests
