ModelDoc CSS is generated as part of Template, but should be a separate file #215

What new or enhanced feature are you proposing?
Currently the CSS for modeldoc is included as a template, which is then 
exported manually as text. The default CSS should rather be included as a 
separate file, which is copied as part of the documentation generation process.

What goal would this enhancement help you achieve?
Faster generation; simpler templates; easier maintenance; better statistics.
