Complete model completion documentation through modeldoc #240

What new or enhanced feature are you proposing?
Only a few inference rules provide @inference modeldoc documentation. This 
should be extended to all inference rules. A test case should be written to 
identify rules, or model elements, that do not have any inference rules.

What goal would this enhancement help you achieve?
Improved documentation of model completion; will help with thesis as well.

Started in r2696 with a simple test case to check for Drools rules without 
associated documentation.
