What new or enhanced feature are you proposing?
Identify which inference rules are not currently used, and remove them from the 
repository.

What goal would this enhancement help you achieve?
Better performance, simpler inference rules, less documentation necessary, 
improved overall quality.

The results of this investigation were used to remove various rules in r2960.
