What new or enhanced feature are you proposing?
For the PHP libraries written and used in the codegen, these should be unit
tested with PhpUnit/etc.

What goal would this enhancement help you achieve?
More reliable and tested PHP components.

Resolved in r894, although not all PHP libraries have yet been moved into 
separate
runtime folder.
