Add Amex Deutschland #138

It only links to the Play Store via QR code. I kinda suspect that this might automatically redirect to the local version of the Amex app and not just the German one which this PR is about: https://play.google.com/store/apps/details?id=com.americanexpress.android.acctsvcs.de

It seems the Play Store doesn't let me download it if I am not in Germany... I can change the account to Germany but it seems I can't change it back for 12 months if I do. I cannot make a new Google account as it needs a new phone number.

I think you might be able to get it via Aurora Store (using its spoof manager), but of course that isn't ideal as it requires trusting another party.
