[Bug] Unable to upload/delete files with paths containing encoded characters #12

Description of Bug: Data Proxy API is unable to process the requests for the file paths containing encoded characters.

Steps to Reproduce: Try to upload any folder with paths containing equal sign.

Expected Behavior: You should be able to upload files regardless of the file path. Actual Behavior: Data Proxy is unable to upload files with encoded characters in the path. Screenshots:
