I want to be able to define a set of keywords that I can easily reuse to tag my content so that I do not have to type them every time.

While this is a nice to have, I think the option to copy+paste keywords from one figure to another is already making the UX quite nice. Having this library is a slightly over-engineered version of it, so I'd keep it in mind on the 'nice to have' list, but remove it from the milestone, since other features are more important.
