v3.003 release #411

Version 3.003;[feb32dd13]-dev build files available for testing in dev branch. These builds represent the full set of changes for the v3.003 release of Hack. Changelog in the dev branch is current with all changes.

Desktop builds for Windows testers are available through our test installer. These can be installed side-by-side with a current version of Hack under the family name Hack Test using the installer found in this release:

Tested fonts on macOS, Ubuntu, and Win 10 X sizes 8-14 X multiple editors. GTG based upon these tests.

Also tested @ariasuni new config file and appears to work for me on Ubuntu. I believe that she developed this on Arch. See updated README for instructions on how to test this on other Linux distros if you are willing to test for us. The updated information is in the Linux install block of text and the new config file is available on the path config/fontconfig/45-Hack.conf.

@anthrotype merging your ttdiff.sh script to master as part of this release. Thanks for all of your help here Cosimo. This script is extremely helpful to me. Will get to your suggested Python work in the next release.
