Revise and improve Basic Latin set upper case alphabetic contours, all sets #425

All Basic Latin upper case alphabetic changes are complete as of https://github.com/source-foundry/Hack/pull/425/commits/eddbfa85d54063f6e9997bc6355aac3b4efff134. Ready for build + testing with our new build process that will be coming in the v4.000 release for anyone who is interested in helping us have a look at these changes. You shouldn't notice much. There are some subtle design modifications. Primarily just contour cleanup.
