Update Harfbuzz dependency, add macOS 10.13 testing #11

This PR:

updates Harfbuzz dependency to 1.7.3
adds macOS 10.13 testing to the Travis CI builds
changes "OS X" to "macOS" in the README documentation

The Semaphore CI build was caching the build directory which the script does not permit. Builds are passing on Travis and I eliminated the Semaphore CI testing project. Added it initially because it was faster on Linux. They don't offer macOS testing so we don't need it here.
