[SP2019]Organise Tinker Time #154

We need some time in the arena for teams to practice in a realistic environment.

Some good documentation on how to do this is in the SR runbook: https://srobo.github.io/runbook/competition/team-support/tinker-time/

In previous years, this has been handled by a google sheet. This can cause overheads and reliance on devices. Generally it's easier to simply use a whiteboard or paper to document this. Keeping historical bookings is important to ensure teams get fair opportunity.

The exact time slots for this are currently undefined, but tinker time is very easy to organise ad-hoc, assuming a few ground rules are followed (see runbook)
