Upgrade AWS Provider and Terraform Versions

Current Versions:

AWS Provider: 4.0
Terraform: 1.4

Tasks:

Upgrade AWS provider to the latest version.
Upgrade Terraform to the latest version.
Conduct end-to-end testing to ensure compatibility and identify any breaking changes.
Check compatibility of third-party modules used in the project.

Additional Notes:

If any third-party modules are used, ensure compatibility with the upgraded versions of AWS provider and Terraform.
