bug: Ensure when the user is starting the upgrade/downgrade flow from the IDE, that the signed-in account in the IDE matches the signed-in account in the web

Describe the bug

• Log in with account A on VS Code
• Go to sourcegraph.com logged in as account A
• Log out of account A and log in with account B
• Then go back to VS Code as account A
• Try to upgrade, but instead upgrades account B
• account A != account B, user is confused 😢

Expected behavior

Proposed behavior:

• Log in with account A on VS Code
• Go to sourcegraph.com logged in as account A
• Log out of account A and log in with account B, so the user is in 2 different accounts
  • Account A in VS Code
  • Account B in Web
• Go back to VS Code as account A
• Click "Upgrade" button in settings or via upsell
• Web intercepts the user, and notifies the user that they're logged into the wrong account
• Web tells the user do they want to switch accounts on the web (from account A to B) so that they're upgrading the right account?
• User switches accounts to B
• After switching, user is directed to /cody/subscription

Additional context

This can be done once we're closer to the May launch, when @unknwon 's SAMS work is more integrated with the clients.
