vscode: upgrade @openctx/vscode-lib to 0.0.13 #4701

This includes a change which makes it possible for javascript OpenCtx providers to use the vscode APIs.

Test Plan: Use the linear-issues provider and get magic integration with Linear Connect VSCode extension.
