Backspace only works in chat when pressing SHIFT. Unassigning everything else that BACKSPACE was assigned to fixed the issue so there's a conflict with whatever type of modal the IDE thinks the chat window is. There doesn't seem to be a separate place to report Cody buts in Jetbrains IDEs so reporting here.
