index the standard lib and external packages, and allow Jedi to look them up
more work on external libs ... also make local module lookup more robust
bit of cleanup

Sorry that I haven't reviewed this yet. Even if it isn't working, you are welcome to merge it into master and we can keep moving forward based on it. I took a look over it and it LGTM.
