JIRA integration

Describe the feature request.

We have received requests for JIRA integration from many customers. The specific feature requests vary:

• Find commits and diffs that mention JIRA keys (similar to what FishEye offers)
• Link to relevant JIRA tickets from Sourcegraph (from JIRA references in commit messages, code, diffs, etc.)
• Search JIRA tickets (full text and metadata) in Sourcegraph search
• Show a list of relevant JIRA tickets for the current repository/directory/file

Additional context

@francisschmaltz will present a demo to our team (internally) on Friday/Monday of what this workflow could be like.

Update: After playing around with Jira and product work flow, there's not a huge need IMO to have code intel on JIRA. However, it would be amazing to be able to link JIRA tickets in Sourcegraph and search JIRA tickets as well.

I would also add that the ability to open new JIRA tickets from within Sourcegraph would be nice to have. Particularly this would be nice when doing searches for things that are deprecated and having the ability to open JIRA tickets against all repos that contain that deprecated thing.
