Label missing with TS Button #2738

Sourcegraph version: Sourcegraph Extension 19.3.7.2038
Platform information: Windows 10 and Google chrome browser

Steps to reproduce:

Visit https://github.com/kunalganglani/whatsappweb/commit/471ab3c03c5a1ab63c8b54c8a663a481292ce164
The label next to the File name, only has ICON of TS, but a Label saying Enable/ Disable Code Intelligence would help users know its purpose without waiting for the tooltip to appear.

Expected behavior:

Label Placed along with the the Button

Actual behavior:

Only Tooltip Found on the Button
