Sync repo permissions from Phabricator

Feature request description

Currently permissions sync is possible from Github, Gitlab, and Bitbucket. Please add Phabricator, or another way to configure user permissions automatically for Phabricator repos (e.g. LDAP?).

All users can access Phabricator repositories.

Describe alternatives you've considered.

Additional context

Development of Phabricator should continue with Phorge, so this would continue to be useful.

@jplahn , @ryphil , I am removing the repo-management label from this one as this falls into the iam team scope. My suggestion is to move this to the Icebox, considering the current priorities. Let me know if you agree.
