Reference Panel: Should reference results be expanded by default? #40573

Currently, the reference panel only expands references if results come from 1 repository. If results include references from multiple repositories, references are collapsed to ensure the user can have visibility of all the repos where references were found. What was meant to be prevented by this default behavior was cross-repo results to be hidden below a large number of references of the first repo shown.

As a counter-argument to this reasoning, we've received the following feedback:

Defaulting to things collapsed isn’t as fluid as the old (ref panel). My gut says opening at least the first repo in the list, and possibly just open all of them. It’s just a little tedious (even after only a few minutes) of having to go re-open the repo every single time I click on a new symbol

Should the references from the first repo in the list be expanded by default to favor a more fluid navigation experience?
