Scale testing for IDE / Browser extensions #42075

Although we have some idea of what will fail with IDE / Browser extensions when we have many concurrent users (likely streaming search, GQL endpoints providing code-intel, or user settings) we don't know for sure. It'd be good to validate that with a large number of concurrent users and see what fails.
