Add a "completed" status for batch changes and allow for a summary #43150

Feature request description

Currently, there is only two statuses for batch changes: Open / Closed.

Allow for a third status "Completed", to indicate batches that are done and closed, but indicate that they were successfully applied and merged.

When closing a batch, it would be helpful to capture a summary of how the batch went, keep track of potential issues encountered, etc...

The only status available when closing a batch is "CLOSED", which makes it difficult to track which batches were closed because they were completed and fully merged, or simply closed due to inactivity, incorrectness or other reasons.

The summary would also help keep a history of key takeaways, issues encountered or other after running and completing/closing the batch.

Describe alternatives you've considered.

No alternative in the interface, have to keep separate spreadsheets.
